Kent County launches transformative public defender office

In a recent government meeting, Kent County officials highlighted significant advancements in community initiatives and public defense services. Josh Spencer, appointed as the county's first director of strategic impact, has successfully secured over $25 million in new resources for various county projects within just over a year in his role. This funding aims to enhance key initiatives that benefit the community.

Additionally, the county has made a transformative move by establishing the Office of the Public Defender, which officially launched in July. This new department is dedicated to providing high-quality criminal defense representation for indigent adults facing charges in Kent County. Over the past seven years, the county has managed indigent defense responsibilities through a partnership with a nonprofit organization, during which they monitored effectiveness and gathered insights for improvement.

To facilitate this transition, the county commissioned the National Association for Public Defense to conduct a comprehensive assessment of its operations, leading to the recommendation for a dedicated public defender office. Julia Kelly has been appointed as the director of this new office, with plans to build a team of 73 employees by December 2nd.
