Residents plead for zoning change to save homes

During a recent city council meeting, residents voiced their concerns and requests regarding zoning changes that could significantly impact local housing dynamics. Rosemary Hoover, a property owner at 2710 Westport Road, presented a case for rezoning her property from R-6 to R-6 PUD to accommodate two existing single-family residences. These homes, built in the 1940s, have been maintained as residences despite a zoning change in 1965 that classified the area as R-1.

Hoover explained that a legal nonconforming use certificate, which previously allowed the property to operate outside current zoning laws, was negated, leaving her and her husband in a precarious situation. She emphasized that the proposed zoning change would not introduce any new developments or changes to the existing structures, merely allowing them to remain as they are.

Highlighting the pressing need for housing in Independence, Hoover noted that there are approximately 42,000 renters in the area. She argued that denying their request would impose significant hardship on both the property owners and the current resident, who has invested emotionally and financially in her home. Hoover urged the council to consider the facts and the lack of negative impact on the community from approving the minor zoning change.

The council's decision on this matter could set a precedent for how similar cases are handled in the future, particularly in light of the ongoing housing demand in the region.
