City plans ambitious new subdivision with affordable housing focus

In a recent government meeting, officials reviewed a proposed subdivision project in Millittown, located just south of Merrill. The applicant submitted a tentative track map (2023-002) and an environmental assessment report (EAR 2023-0057) for a 2.6-acre site, which is surrounded by single-family residential zones.

The proposal outlines the development of 20 single-family lots, with sizes ranging from 3,862 to 4,532 square feet. The lot widths will vary between 33 to 50 feet. The project is designed to include a common area for landscaping, streets, and utilities, ensuring adequate circulation and access for emergency vehicles.

In compliance with California's AB 32 bonus density law, the project will also feature a designated lot for affordable housing. Additional requirements include the installation of a perimeter block wall, adherence to drainage and hydrology standards, and the establishment of a homeowners association (HOA) to maintain common areas and street lighting.

The project qualifies for a Class 32 exemption under the California Environmental Quality Act (CEQA), which pertains to infill developments. This exemption indicates that the project is expected to have minimal environmental impact, allowing it to move forward in the planning process.
