City plans bold downtown expansion with new density bonuses

In a recent government meeting, discussions centered on the upcoming report to the City Council regarding the downtown expansion plan, scheduled for October 22. The planning department is set to present a comprehensive approach to the downtown density bonus, which aims to encourage developers to opt for the city's density bonus program rather than the state’s, thereby maintaining local control over development.

Key to this initiative is the introduction of additional incentives for developers to choose the city’s program. The planning team has been working on various affordability percentages to enhance the overall affordable housing percentage while minimizing financial impacts. This dual focus aims to balance the need for increased affordable housing with the economic realities of development.

Moreover, the proposal includes establishing a design review committee as part of the Downtown Density Bonus Program. This committee would allow for a discretionary process where developers can receive incentives related to the scale of their projects while also ensuring that the city retains oversight over design aspects.

To facilitate this initiative, planning staff is seeking the formation of a subcommittee with the Planning Commission to collaborate on the development of the design review committee's guidelines. The goal is to finalize a draft plan within the next month, coinciding with the completion of the Environmental Impact Report (EIR) process.
