City plans major zoning changes for waterfront development

In a recent government meeting, officials discussed two significant applications for changes to land use and zoning designations in the area. The first application, submitted by Daryl Moore of JUB Engineers on behalf of Pasco LLC, seeks to amend the comprehensive plan designation of approximately 2.13 acres from high-density residential to waterfront. This change is intended to facilitate a rezone from commercial limited business to waterfront, allowing for potential development of small businesses, such as a coffee shop or deli, to serve nearby apartment residents.

The property in question is located at 2,599 Dupertail Street, adjacent to existing multifamily housing and land owned by the U.S. Army Corps of Engineers. The current comprehensive plan allows for both multifamily and commercial uses, but staff recommended the waterfront designation to align with the applicants' intentions, as the commercial designation does not permit waterfront zoning.

The second application, presented by Richland Properties LLC, proposes a swap of comprehensive plan and zoning designations for a 12.5-acre property near Bermuda Road. This adjustment aims to consolidate commercial areas into a larger node while designating the southern portion of the property for low-density residential use. The proposal does not create new designations but rather reorganizes existing ones to eliminate a checkerboard pattern of zoning.

Both applications received staff recommendations for approval, with the intent to streamline development and enhance local business opportunities. The meeting concluded with an invitation for further questions from the board and the public.
