City Commission Approves Controversial Xcel Energy Development Plan

The plan commission meeting held on October 22nd, led by Mayor Kim Smith, commenced with the approval of minutes from the previous meeting. All members were present, and the minutes were unanimously approved without discussion.

During the public input segment, Zach Malham, a project manager from Xcel Energy, expressed gratitude for the commission's consideration of their ongoing project. He emphasized the company's commitment to aligning their plans with the city's vision and welcomed feedback from the commission.

Jim Malter, a resident adjacent to the proposed project area, raised concerns regarding the potential removal of several mature maple trees near the entrance road. He highlighted the trees' importance for sound dampening, aesthetics, and community enjoyment of the natural environment. Malter urged the commission to consider preserving these trees as part of the development plan.

The meeting proceeded to a public hearing regarding a general development plan application from Northern States Power Company for a new Xcel Energy service station. The proposal includes site improvements and requests several deviations from the unified development code, such as reducing required parking stalls and allowing outside storage areas closer to residential zones. City planner Katie Aspinson provided details about the proposed 140,000 square foot facility intended to serve the Onalaska region.

The public hearing concluded without any speakers in favor or against the application, and the commission moved forward with the agenda.
