The applicant seeks to change the zoning from Residential Single Family Conventional 2 (RSC 2) with a mobile home overlay to Commercial General Restricted (CGR), specifically for a contractor's office with open storage.
The property, located at the intersection of Castlewood and Highway 92, is surrounded by a mix of commercial and residential uses. Proponents of the rezoning, including the applicant and Development Services staff, argued that the request aligns with the existing commercial development pattern along Highway 92, which experiences heavy traffic and is designated as a principal state arterial roadway. They highlighted support from neighboring property owners, including TECO, which owns adjacent land.
However, the Planning Commission raised concerns about the compatibility of the proposed commercial use with the surrounding residential character. They noted that the site is adjacent to single-family homes and mobile homes, which could be adversely affected by the operational characteristics of a contractor's office, such as noise and heavy equipment traffic. The Commission emphasized that the site does not meet the commercial locational criteria, being situated on a local roadway rather than a major arterial.
Community member Grace McComas, a co-author of the Seffner Mango Community Plan, voiced strong opposition to the rezoning. She argued that the proposal contradicts the community plan's goals, which discourage commercial encroachment into residential areas and direct commercial development to designated urban service areas. McComas stressed that allowing this rezoning could set a dangerous precedent for further commercial development in the rural area.
