Moraga unveils ambitious new general plan for sustainability

In a recent government meeting, the Moraga Town Council discussed the comprehensive update of the town's general plan, which is organized into 12 chapters. The initial chapters establish guiding principles for Moraga's future and provide a historical context, while a new chapter on sustainability and climate change serves as the overarching theme for the plan. This chapter outlines how subsequent sections will contribute to making Moraga a more sustainable and resilient community.

The plan addresses both state-mandated topics, such as land use and transportation, and optional topics, including community design and economic vitality, the latter being a new addition. A growth management element is also included, in compliance with Contra Costa County's Measure J. Notably, Chapter 6 aligns with the housing element adopted by the council in January 2023, which was one of the first in the county to receive certification.

The document is designed to be user-friendly, featuring an overview of each topic, background narratives, goals, policies, and implementation programs. It includes visual aids such as maps and charts to enhance understanding. Technical appendices provide additional support materials, including an action matrix that outlines implementation measures and timelines.

The general plan was published on October 9, 2024, following a series of public engagements, including study sessions and a public hearing with the planning commission. Feedback from these sessions led to several edits and modifications to the draft, which are detailed in the council's resolution.

The meeting also addressed the environmental review process under the California Environmental Quality Act (CEQA). An addendum to a previously certified Environmental Impact Report (EIR) confirmed that the updated general plan would not result in additional impacts beyond those already evaluated.

The council is set to adopt the EIR addendum and the updated general plan, which includes the latest edits and allows for minor adjustments before final publication. The resolution encapsulates the community engagement process, compliance with CEQA, and the necessity for an updated plan to serve public welfare. The council members expressed satisfaction with the presentation and were prepared to move forward with the adoption process.
