City Council Approves Controversial Car Wash Near Wetlands

In a recent government meeting, officials discussed a proposal for a new car wash establishment in Telecom Park, a designated development area. The property, measuring 1.01 acres, is set to be subdivided into two lots, with the car wash planned for Site B of the master plan approved in 2017. This plan allows for various commercial uses, including retail and medical offices.

The Development Review Committee (DRC) has expressed no objections to the site plan, which includes two parking spaces and 21 self-service stations. The applicant provided a parking analysis based on existing car wash operations they own, which was accepted by staff. Additionally, the proposal includes a request to obtain building permits and plat the property before the certificate of occupancy, a move staff supports to expedite the development process.

Environmental considerations were also a focal point of the discussion. The site is near wetlands, and the applicant has proposed an 8-foot setback from the wetland line, which complies with the Telecom DRI requirements. However, concerns were raised by council members regarding potential pollution and flooding impacts. The applicant assured that the car wash will utilize a water reclamation system to manage runoff, with any excess water directed to the sanitary sewer system, which is permitted by the Florida Department of Environmental Protection.

Traffic concerns were also addressed, particularly regarding Fletcher Road, which has previously exceeded capacity. The applicant confirmed that a traffic application has been submitted, demonstrating compliance with traffic limits established during the original master development proposal.

The DRC recommended approval of the final site plan, with the City Council scheduled to review the first reading and public hearing on November 19. Conditions for approval include adherence to the city’s land development code and specific requirements for the car wash's construction and operation.
