City approves crucial pedestrian safety upgrades for schools

In a recent city commission meeting, officials discussed the approval of a contract for engineering services aimed at enhancing pedestrian safety on Division Avenue. The commission authorized Mayor Kirkwood to execute a contract with Rowe Professional Services Company for design and construction engineering services, with a budget not exceeding $86,020. This project is partially funded by a safety grant, which will cover 90% of the construction costs.

The proposed improvements include a mid-block crossing between Elwell and Leroy streets, an area identified as a high-risk zone for pedestrians, particularly children. Commissioner Coglin emphasized the necessity of this project, citing frequent near-misses involving children in the vicinity. The commission noted that the project would feature a HAWK (High-Intensity Activated Crosswalk) system, which will activate flashing lights to alert drivers when pedestrians are crossing.

Concerns were raised regarding the selection process for Rowe Professional Services, with some commissioners questioning whether a competitive bidding process had been conducted. However, it was clarified that Rowe had previously completed successful projects for the city, including traffic light replacements, and had provided competitive pricing.

The commission also discussed the importance of public education regarding the new crossing system, ensuring that residents understand how it operates to maximize safety. The project is expected to significantly improve pedestrian safety in the area, particularly for students accessing nearby schools and after-school programs.
