City Council Approves Controversial Electronic Billboard Plan

In a recent government meeting, officials discussed a zoning request for two electronic billboards near the Mesa Community College (MCC) Performing Arts Building, set to be reviewed on December 2nd. The proposed billboards, each 60 feet tall and featuring double-sided displays of 48 square feet, comply with existing zoning regulations.

Concerns regarding the potential impact of the billboards on local residents were addressed, particularly regarding light pollution and driver distraction. The city has established guidelines that require the billboards to dim their brightness at sunset and turn off completely by 11 PM, aiming to protect the night sky and minimize disturbances to nearby neighborhoods.

A lighting study conducted by the applicant indicated that the billboards would not adversely affect residents south of the nearby freeway, as the properties are situated lower than the freeway and shielded by a retaining wall. The study utilized computer-generated models to predict light spill, with assurances that the light levels would be significantly lower than existing freeway lighting.

Council members expressed concerns about the accuracy of the computer models and the potential for light intrusion into residential areas. They emphasized the importance of monitoring the situation once the billboards are operational, with the possibility of adjusting brightness levels if necessary.

The meeting concluded with a commitment to revisit the issue if residents experience any negative impacts from the billboards, highlighting the city's willingness to engage with the community on this matter.
