Court ruling sparks debate over outdated county charter

Don emphasized that amending the Charter would require a referendum, despite the court's decision rendering the provision inapplicable.

The meeting also featured public commentary from Joan Hodowan, a resident of Scranton, who expressed frustration over the lack of transparency regarding the proposed budget. She highlighted that Commissioner Churnack had presented a counterproposal on October 29 without allowing taxpayers the opportunity to ask questions. Hodowan urged for clarification on two key issues related to the budget, emphasizing the need for accountability and communication with the public.
