Medicare enrollment surge strains local counseling resources

In a recent government meeting, officials discussed the increasing challenges faced by local insurance counseling services as the Medicare annual enrollment period progresses. With a significant rise in the aging population—35% since the introduction of Medicare Advantage plans in 2010—staffing levels have not kept pace with demand, leading to overwhelming workloads for counselors.

Currently, the office employs one full-time and two part-time insurance counselors who assist individuals in navigating the complexities of Medicare options. The process has become more intricate, with numerous plans available and a growing number of advertisements prompting inquiries from the public. Since the start of the enrollment period, the office has received 369 calls, highlighting the urgent need for personalized assistance.

Counselors provide detailed comparisons of Medicare Advantage and supplement plans, entering clients' medication information into Medicare's online system to determine the most cost-effective options. However, the time required for each consultation—averaging 45 minutes to an hour—has strained resources. The office is now considering referring some clients to state assistance due to the overwhelming demand.

In addition to insurance counseling, the office is expanding its services to address community needs, including a resource fair and monthly cognitive screenings in collaboration with local universities. Despite these efforts, concerns remain about the sustainability of services given the limited staffing and increasing demands.

Officials emphasized the importance of legislative support to enhance resources and ensure that the growing population of seniors receives the necessary assistance in navigating their healthcare options.
