City staff gave the Economic Development Commission an update Oct. 2 on recent downtown parking policy changes and outreach plans, saying the city’s goals are to improve employee parking affordability, increase customer turnover in premium downtown spaces, preserve resident access and maintain parking revenues for infrastructure.
Sean, the city liaison, handed out a flyer and described a phased rollout that includes an education period before enforcement, discounted and preferential access for residents, expanded subsidized parking for downtown workers and higher visitor rates to manage demand. Commissioners and staff discussed outreach tactics: CRM mailings to employers, social‑media promotion, posted flyers at impacted locations, in‑person walkabouts and potential in‑app notifications via ParkMobile.
The EDC urged targeted outreach to downtown employers and suggested an onboarding one‑pager for new employees and in‑app messages to surface the resident and worker discounts. A commissioner noted many small employers and employees were unaware of the municipal garage options and recommended partnering with the Chamber and doing street-level distribution and direct employer outreach.
