At a City of Palm Coast animal-control hearing, the owner of Bendy acknowledged that the city's photo exhibit appears to show puncture wounds to the other dog and said he was "not disputing" that Bendy caused the injuries.
Under questioning about evidence and exhibits, the owner said he had requested multiple camera angles and clearer photos to better assess what happened in Holland Park. He told the panel he had only recently been given additional photos in the hearing packet and that he had phone pictures of the scene. When shown a photo on page 20 that the city characterized as showing puncture wounds to the other dog, the owner said, "That, I'm not disputing."
The owner described difficulty restraining Bendy after the incident, saying his glasses had fallen and he briefly used another person's leash to bring the dog to his vehicle; he also acknowledged the dog may have run in the parking lot before being secured. The hearing's cross-examiner asked if Bendy acted to protect a human in the incident; the owner replied no.
Panel members then paused the proceeding for a 10-minute break and instructed the owner to review exhibits provided at the hearing, noting there is no formal discovery process in these administrative hearings.
