Staff described the city’s first‑year pilot rowing camp at Luther Burbank Park, run in partnership with the Mercer Island Rowing Club. The program required site review, operational planning, safety guidelines and permits for a temporary structure; staff said the pilot was carefully monitored throughout the summer.
"We're happy to report that the pilot was very successful," staff said, adding the program "served a 122 participants with 92% being Mercer Island residents." Post‑season surveys indicated a low level of impact on other park users, and staff reported only minor physical impacts — a few reeds broken where boats launched and minor turf disturbance that was addressed with mowing and reseeding.
Staff and commissioners discussed the launching constraints at Luther Burbank (limited open‑water space and swim‑beach configuration) and flagged boat storage and motorized‑boat staging as items to refine if the program continues. Staff recommended repeating the partnership next summer while evaluating whether a different launch arrangement or location would reduce boat damage and better protect park functions.
