Cynthia, a member of the personnel task group, presented a marked-up version of the employee manual for committee review and said a clean version would be posted for members to read. "So what you have available to you right now is what we consider the marked up version," she said.
Several supervisors asked whether department-head commentary that informed the draft could be distributed to the committee. Cynthia said the task group had decided not to release those comments because some responses could have implicated policy violations. Members responded that they would like to see the commentary or a redacted set of comments; the committee agreed to revisit the matter at the December meeting.
The distribution prompted a related dispute about oversight of the highway commissioner. One supervisor objected that board rules updated in April affirmed board oversight of the highway commissioner and said the personnel manual text did not reflect that change. A member of legal staff cautioned that statute controls: "The statutes are clear that the county board, ultimately has oversight over the highway commissioner," she said, and added that board rules inconsistent with statute would not be enforceable. Committee members agreed to wait for further clarification and to discuss the issue again in December before any final action on the manual.
No formal action was taken; the marked-up manual was made available to board members and a 30-day review period will precede further committee consideration.
