Kevin McHugh, speaking for the Department of Public Works, told the commission the 2023 order of conditions for the Lieutenant Island Road stormwater project required an administrative revision because several proposed infiltration structures fell inside a 100-foot buffer to private drinking-water wells. McHugh said the team would relocate infiltration structures outside the wellhead buffer where possible and install sand filters at one constrained location.
"Some of those proposed structures were within 100 feet of private drinking water wells, which is not allowed by regulation," McHugh said while showing the plan overlay and explaining that moving the structures reduces riprap disturbance and retains the original outfall locations.
Commissioners asked for technical clarifications about the sand filters, what constitutes 'treatment' of the first inch of runoff, and whether the change alters impact areas. The consultant said the change does not change outfall locations or treatment volume and that NRCS funding and review required additional quality-assurance steps. After discussion the commission moved to accept the alteration; the motion carried with no recorded opposition.
