Carol Ridley, project coordinator for the Herring River Restoration, introduced the amended order of conditions for 695 Bound Brook Road and said the project team was available to answer technical questions. Clayton Carlisle of WSP said the design engineer had not yet finalized the fill source but anticipated the contractor would supply material.
Wes Denson (Apex) told the commission a substantial portion of fill likely will come from existing stockpiles created by removal of the High Toss Road causeway and Chestnut Neck Road dike work, and that the team expects to minimize imported material.
"There’s still a surplus of material from those 2 sources, and I would anticipate a bulk of this material coming directly from those stockpiles that are at Poldyke Road right now," Denson said, and commissioners asked for a condition requiring agent approval if off‑Cape or unverified sources are proposed. Project staff said contractors would employ an invasive‑species specialist and monitor post‑construction to mitigate the risk of introducing nonnative plants.
The commission accepted the related agenda items and asked staff to add conditions that require source approval and invasive-species management plans.
