Tim Santos of Merrill Engineers presented plans for a four-bedroom dwelling at 30 Harborview Circle and said the proposed limit-of-work is under the town’s 5,000 square foot allowance. The design calls for directing roof runoff to dry wells and contains a small cleared area that the applicant proposes to revegetate.
Neighbors raised concerns about slope stability, downstream wells and habitat connectivity. David Reed Fox, identified during public comment, described steep slopes and direct runoff connections to marsh areas and said potential changes uphill could affect downstream wells and marsh health. Commissioners asked for more mitigation beyond a small 180 sq ft planting and asked the applicant to return with a fuller restoration/planting plan and, where appropriate, invasive removal.
The applicant requested a continuance to Oct. 7 to submit the requested planting and mitigation details; the commission agreed and continued the matter.
