Francis McDonald of the Kentucky Transportation Cabinet reviewed the Rural Secondary (RS) program formula and Scott County's recent allocations, noting statewide funding pressures tied to fuel-tax revenue and construction cost overruns.
McDonald said Scott County authorized about $475,000 in projects for 2025 and $789,000 for 2026, but his recommendation for 2027 is $196,000, targeted to resurfacing Long Lick Road to the intersection with Forest-to-Locust Fork. He explained RS funds cover maintenance and that some flex funding has been used for other county priorities such as the Lexi Trail.
Court members expressed support for KYTC's recommendation and the judge said the RS allocation will be placed on the fiscal court agenda next Friday for formal consideration. No action was taken at the work session because this was an informational presentation.
