Commissioner (7) suggested a proactive structure: set a dollar amount for priority areas (education, childcare, industrial park) and invite applicants to pitch projects during a coordinated work session so RDC could "play offense"—funding a pool for targeted objectives rather than reacting to ad-hoc requests. "So I would like to see some kind of a plan like that so you could play offense with it," the commissioner said. Staff said they would draft financial scenarios showing committed payments and discretionary balances over a five-year horizon.
Members also flagged the state reporting timeline and the council-level approvals that attach to TIF and EDIT funds; staff committed to circulate the revenue projection and a proposed prioritization rubric before the next meeting.
