Todd O'Mura, IT governance officer at the DAGS Office of Enterprise Technology Services (ETS), presented the committee with background on the state Internet portal contract and recommended a phased transition rather than an abrupt cutoff of the existing contract vehicle.
"What we're recommending is a transition approach... extend the current expiration date from 01/03/2028 by 18 months just over through July, the end of July in '29," Todd told the committee. He said the proposed path would shift the portal contract to maintenance‑only beginning in January 2028, allow departments time to evaluate other procurement vehicles and vendor/price lists, and preserve continuity for existing services and hosting arrangements.
O'Mura framed the recommendation as an opportunity to modernize governance, strengthen security and accessibility, and move toward a more federated procurement model that avoids vendor lock‑in while preserving relationships with current vendors. He highlighted myHawaii ID (single sign‑on) and improved enterprise governance as central goals. The committee discussed next steps and agreed to consider a formal vote at the December meeting.
