Staff said the general plan, adopted in 2012, requires language updates to reflect the city's newer Climate Action Plan (2022) and the updated Local Hazard Mitigation/Climate Adaptation Plan (2025). "The general plan, was adopted in 2012. The climate action plan or CAP, was adopted in 2022," staff said, and described the effort as an exercise in bringing the general plan into alignment with current policy goals rather than creating new policy.
Staff also described tribal consultation completed with one tribe and the addition of policy language recognizing indigenous traditional ecological knowledge in sustainable landscaping policies, and noted that Cal OES recommended adding language about extreme heat and drought to align with the LHMP. The California Geological Survey's 30-day review window runs through Oct. 12 and staff said any geological findings should be considered by Council prior to final adoption.
