Staff briefed the Board of Architectural Review on proposed minor changes to membership requirements that would allow up to a minority of members to live outside Winchester City if they own property or operate a business in the historic district. As staff put it, "up to a minority of members of the board may reside outside the city as long as they own property or operate a business in the historic district," and the board noted they are awaiting formal guidance from the city attorney about term and residency implications.
Separately, staff reviewed upcoming training opportunities (a Certified Local Government workshop on Nov. 6) and proposed an onboarding session for new members. The board discussed logistics and possible informal cancellations of the July 1 and December meetings when applications are light; staff will follow up with registration details and coordinate with other statewide preservation trainings where feasible.
