The Mansfield Planning and Zoning Commission voted unanimously Oct. 1 to approve a specific-use permit (SUP) for a roughly 4,100-square-foot McDonald's with a two-lane drive-through on a pad site within the Lone Star planned-development near the Costco location on Highway 287.
Staff (Katasha Smithers) reviewed the seven statutory SUP criteria—compatibility, utilities, circulation and access, drainage, nuisance prevention, lighting and landscaping—and told commissioners the detailed site plan meets applicable PD standards. The applicant's representative, Danielle Carter, and McDonald's real-estate representative Andrew Richards described a trade-area analysis based on five-minute drive times and cited projected residential growth in nearby subdivisions (Southpointe, Somerset, Birdsong and others) as a rationale for a second 287 corridor location.
Commissioners questioned proximity to an existing McDonald's, potential traffic conflicts with Costco, hours of operation and whether the store would be corporate or franchised. Carter said the store is a franchise and that McDonald's often seeks to operate new suburban sites 24 hours initially and then adjust by performance. "We're looking at where it's needed the most," Carter said, explaining the chain's trade-area methodology.
Commissioner discussion included pedestrian connectivity and a request for bicycle parking. Vice Chairman Gotten moved to approve the SUP; Commissioner Lambert successfully amended the motion to require a bike rack as a condition; the commission approved the amended motion unanimously.
The approved site plan includes two wall signs, a landscape plan meeting PD standards, 43 parking spaces and wrapped menu-board posts to match the masonry exterior.
