Committee members and staff discussed a communication glitch related to a recent Panera grand opening at the Montgomery Promenade. Staff explained that tenant-level permits and tenant fit-outs can be in place even while the broader building-level certificate of occupancy (CO) is not yet issued; that discrepancy led to confusion when a tenant advertised a grand opening before all building approvals were complete.
Administrator Lisa said staff will change protocol going forward to confirm final inspections and building CO status before any township attendance at ribbon-cuttings or public ceremonies. "We'll work out the kinks with the Montgomery Business Association," the administrator said, describing plans to tighten communication with the developer and the business association so future openings reflect the township's expectations.
Committee members welcomed the emphasis on confirming permit status before public appearances and noted frustration that the public may look to the township when an advertised opening turns out to be premature. The committee did not take a separate vote on the matter; staff said it would implement the revised coordination steps.
