Board approves special-use permit to place a manufactured home at 620 Kinlaw Road

The St. Johns County Planning & Zoning Agency voted 6–0 to approve a special‑use permit allowing one pre‑owned manufactured home to be placed at 620 Kinlaw Road.

Tabitha Lewis, speaking for property owners Miguel Ricaldi and Veronica Savage, said the proposed 2022 Clayton Drake home measures 28 by 40 feet and is sited to meet the property’s setbacks. "Manufactured homes are allowed in RS‑3 through special use process which is why we are here today," Lewis told the board, and she displayed photographs of similar homes within a mile of the site to demonstrate neighborhood compatibility.

Board members asked about water and sewer; Lewis said the dwelling will be served by a well and septic system and that she planned to file the septic permit with the Florida Department of Health after securing special‑use approval. Staff confirmed the lot is a platted lot of record and is exempt from minimum lot‑size standards for the requested permitting.

Mr. Matovina moved to approve the permit "based upon 8 findings of fact and 11 conditions as provided in the staff report." The motion was seconded and passed 6–0 on voting screens.

The permit approval allows the owners to pursue building and septic permits; the construction and installation must meet county and state permitting requirements before occupancy.
