Public Works Director Dina Purvis told the council the work responds to repeated resident complaints about pavement deterioration and requested the appropriation so crews can "do some extensive patchwork" while larger safer‑streets engineering continues. Purvis said staff paused a previous paving program for that corridor while awaiting safer‑streets design work and estimated crews could complete the patching in about four weeks.
Residents and several council members pressed for more than temporary fixes, asking whether the city could repave the entire stretch rather than make targeted repairs. Purvis and other staff said full repaving would require additional engineering and potential right‑of‑way adjustments; staff estimated that repaving the Fairway stretch could cost roughly $1,000,000 and that engineering for several streets is at approximately 70% completion (plans are expected to progress to 90% ahead of a future council presentation).
Council approved the immediate appropriation to address current hazards and directed staff to return with broader repaving cost estimates and an agenda item for more comprehensive street work.
