Commissioners told the Huber Heights Culture & Diversity Commission they believe the multicultural festival was the primary driver of unexpectedly high 2025 expenditures and asked staff for an itemized reconciliation.
At the Oct. 1 meeting, members noted that the multicultural festival appeared to have carried heavy costs in 2025—one commissioner estimated festival-related expenditures alone were “somewhere around $15,000,” a figure that, commissioners said, accounts for most of the year’s spike. Committee member (S4) and others described specific line items that increased costs: additional bands that required wood staging, extra tents for performers and expanded entertainment. "Last year on the multicultural, we had 2 different bands and 1 of the bands they required wood staging...That cost a lot of money," S4 said.
Commissioners agreed to ask Aaron for a breakdown of line items for 2024–2026 and to request the sponsor and vendor lists so they can compute net costs (expenses less vendor/sponsor revenue). One member (S5) explicitly requested a forensic accounting of 2025 ledger entries to identify duplicate charges or unexplained amounts. The commission will not approve changes to the budget until ledgers and sponsor revenue are reviewed.
Members also discussed tightening future event oversight: when a commission-led event is proposed, the commission should receive an itemized estimate and vote on individual line items rather than learn about charges after payment. Chair (S2) and others asked that event champions prepare line-item budgets for review prior to procurement.
