The City of Nashua Planning Board voted to grant a conditional use permit to Paul Francis Development Group LLC to convert the two‑family property at 8 Blue Hill Ave into two condominium units.
Connor Walsh, who identified himself as the property owner, told the board the building had already been renovated and inspected and would not undergo exterior work or changes to square footage, bedrooms or bathrooms. "I requested a permit from the city, and that's been approved and inspected and completed," Walsh said, describing the conversion as primarily a legal change to ownership so he can list units for sale.
Board members asked practical questions about shared utilities. In response to a question about sewer service and maintenance, Walsh explained that condominium documents will treat sewer service as a common utility with the condo association splitting maintenance costs 50/50. The board found the application complete, moved to grant the conditional use, and approved the request without additional conditions.
The decision applies only to conversion of ownership and does not authorize exterior alterations or changes that would require separate review. The board closed the public hearing and moved into deliberations before voting to grant the permit.
