Human Resources Director Heather Major proposed that Kootenai County move employees' medical, dental and vision premium deductions from the month before coverage to the same month the coverage applies. Heather Major said the change would make deductions more predictable for employees, reduce confusion for new hires and separating employees, and better align open-enrollment timing with family coverage decisions.
"Our recommendation is going to be to give the employees a free month of deductions in the month of December," Heather Major said, explaining that the December pause would ease the transition into the benefit year that starts in January. Payroll staff member Rhiannon presented a fiscal analysis of FY23–FY26 and said the change would increase manual payroll adjustments but would pose a modest financial risk. "On the re... study that I did, it was averaged about 2 people a year," Rhiannon said, estimating roughly $1,100 of annual separation-related risk.
Rhiannon told the board IT would implement the mass change and that payroll workload would not increase materially. Commissioners raised no substantive questions and directed staff to proceed with implementation steps and necessary coordination with IT and benefits administration. The board did not take a formal vote on this item during the meeting.
