During public discussion, members and participants raised concerns that noise-generating recreation projects face steep community resistance. The committee said that noise — not only volume but also pitch and character of sounds — can provoke neighborhood complaints; one member warned that other communities have pursued such projects and later faced litigation that could force them to reverse decisions.
"Anything that makes noise is running into a bit of, I would say, pretty strong headwind," the planning-board representative said when the skate-park topic was raised. Tom Skinner added that in other towns projects "ended up in litigation with, with neighbors and potentially have to undo what they did." Committee members pointed to an upcoming public workshop on the playground and library and encouraged residents to take the project survey.
