Doug Meehan, a Bay Shore graduate, district resident and parent, asked the Bay Shore Union Free School District board to commit to a work session on the district’s student safeguarding system, saying Policy 9620 was last amended in 2015 and that New York Education Law Article 23‑b has changed several times since then.
"Will you commit today to holding a work session on the student safeguarding system?" Meehan asked, citing concerns about prevention, staff training, reporting procedures and how the board measures whether the system is working. Meehan said he found no recorded review of policy 9620 in the board minutes covering 2015 to the present and urged the board to provide a shared understanding of the full safeguarding system.
Other residents pressed for action and a reasonable timeline for policy review. One speaker asked that Meehan’s request be specifically noted in the minutes; the chair (speaker 1) said the district received the email and that staff were "working on it to schedule things," but gave no firm date. Multiple commenters encouraged forming a committee to study safeguarding and recommended community participation in that work.
Meehan referenced changes to New York Education Law Article 23‑b that, he said, altered who is covered by reporting requirements, training rules and definitions of abuse; the board did not provide a legal analysis during the meeting and instead noted the request would be scheduled for further consideration.
