County Administration presented the El Paso County draft strategic plan for fiscal years 2027 through 2031 and told the Commissioners Court staff will bring the plan back for consideration and adoption on Oct. 5.
"The 5 year strategic plan translates that vision into specific actions and activities to advance each goal," said Lorena Rodriguez of the County Administration Department during the presentation. Rodriguez summarized the document as containing nine strategic goals, 51 objectives and 94 actions intended to guide county priorities through 2031.
The presentation walked commissioners through goal areas including justice reform, regional economic growth, tourism development, infrastructure investment, strategic partnerships, economic mobility, employee development, financial health and internal process optimization. Staff described the plan as largely a continuation of prior activity milestones with a small number of newly approved actions added during earlier planning sessions.
Commissioners asked for follow-up details on specific objectives and partnerships, and staff committed to provide a court update on Oct. 15 showing which 2026 goals will carry forward into the FY2027–2031 plan. The court was also told staff will place the full plan on the Oct. 5 agenda for formal consideration and adoption.
