A staff member told the court the county judge's office will oversee the binational affairs division through March 2027 while tasks and responsibilities are clarified. Multiple commissioners expressed concern that the county lacked representation at a recent meeting in Mexico City and urged that the county "be at the table" for cross-border discussions that affect local economic development.
One commissioner criticized recent media coverage and described county investments in binational outreach, stating, "we spent a certain amount of money, which was, by the way, $250,000 over 5 years." The same commissioner also cited a large fiscal saving he attributed to a county energy project, saying, "we wouldn't be saving the county $40,000,000 over the next 20 years," and used those figures to argue for continued participation in national and international forums. Those statements were made in the course of debate and were presented as the commissioner's views.
The court agreed staff should return with a proposal to add a standing agenda item for binational affairs (frequency to be determined) and to present options for travel reporting, including a possible 30-day post-travel report template and enhanced communications to share trip outcomes with the public. Staff said they would bring those items back to a future workshop or special session for the court's consideration.
