The Johnson County Board of County Commissioners voted unanimously Oct. 1 to direct staff to return a recommended package of 2024 model building codes for formal consideration and possible adoption.
Jay Leipzig, the county’s planning, housing and community development director, told the committee of the whole that staff would present a formal adoption packet, including a briefing sheet and technical documents, at the board’s Oct. 22 meeting and recommended a Jan. 1, 2027 enforcement date. "If you all move forward with this today, we'll bring it forward to you on October 22 for formal review and adoption," Leipzig said during the presentation.
Why it matters: staff said adopting the 2024 International Code Council model codes helps protect life and property, incorporates modern construction technologies and promotes regional consistency with nearby jurisdictions. Commissioners pressed staff during Q&A on the effects on housing costs, energy performance and stakeholder representation, but agreed the county should proceed to a formal adoption packet.
What the board voted to do: Commissioner Hanslick moved to "direct staff to bring back the recommended building construction codes for consideration for adoption at a future BOCC meeting," and Commissioner Myers seconded. Chairman Kelly called the roll; every commissioner recorded "aye."
Next steps: staff will prepare the full code documents, technical guidance and a briefing sheet for the Oct. 22 meeting. If adopted then, staff plans to phase enforcement in beginning Jan. 1, 2027 and to conduct outreach for builders and designers ahead of that date.
