The City of Dublin Planning and Zoning Commission held a joint work session to gather nonbinding feedback on proposed text amendments to ID-2 (Research Flex) and ID-3 (Research Assembly) zoning and a West Innovation District setback and screening design manual.
Zach, the staff presenter, told the commission the session is an initial step in a multi-meeting process and that "we're looking for nonbinding feedback on the proposed code amendments and the design manual" as the team prepares a recommendation to city council. He summarized that the amendments focus on clarifying use permissions, adding use‑specific performance standards, and reviewing setback and screening requirements across different street typologies.
Staff emphasized that the effort is to refine near-term items—use permissions, use‑specific standards, and setback and screening—while longer-term code structure and subdivision updates will be addressed later. Tyler Clark of MKSK walked commissioners through the manual's objectives, typologies for mounding and planting, and how different setbacks (ranging from 35 to 200 feet by typology) translate into screening depth and developability tradeoffs.
Commissioners asked for illustrative drawings showing setbacks overlaid on existing parcels and for clarifications about which road frontages would get the largest setbacks. Staff said some large setbacks (200 feet) are limited to Cosgray Road, while east-of-Cosgray areas largely align with existing 30–50 foot setbacks. The session closed with staff noting a schedule that anticipates multiple follow-up meetings and eventual council hearings later in the year.
