The Limerick Township Board of Supervisors voted to accept Frank Tavani as an expert in traffic engineering during a continued public hearing on conditional use application 25‑04 filed by MCD 7 LLC. The board conducted voir dire, received township review letters and heard challenges from party‑status attorneys before taking a roll‑call vote to qualify him.
Tavani testified to his education, licensure and professional experience, including a Professional Traffic Operations Engineer certification and numerous traffic‑impact studies in Pennsylvania. He described the scope of his engagement as preparing traffic investigations to meet the township ordinance for data centers and agreed that he had signed and sealed the report marked as applicant’s exhibit 21. During cross‑examination he acknowledged he relied on prior counts in a 2024 Bosia report and on review letters from the township traffic engineer.
Board members moved and seconded the admission and recorded a unanimous vote in favor. The hearing then proceeded to Tavani’s substantive testimony on trip generation, access points and related mitigation; the board later continued the hearing to a future date for additional cross‑examination and responses.
