Traffic expert: proposed data center would generate about 193 AM, 138 PM peak trips

Frank Tavani told the Limerick Township hearing that the applicant’s traffic impact analysis used the Institute of Transportation Engineers (ITE) trip generation methodology and conservative background growth to project future conditions. He said the study applied ITE land‑use code 160 for data centers and relied on existing counts and published growth rates to produce build and no‑build comparisons.

Tavani summarized the site totals for the proposed eight‑building campus: "during the AM peak hour, the site will generate under 200 trips, 193 to be exact," and during the PM commuter peak the study shows 138 trips in and out. He said his approach did not apply trip‑generation credits for walking, biking or transit — "we just stuck with 100% vehicular traffic, which is the most conservative way to do that." The expert also noted he used a higher background growth rate in some scenarios to be conservative.

Tavani acknowledged he relied on count data from a prior Bosia (2024) traffic study as a starting point and that his report incorporates township traffic‑engineer review letters and his responses. He told questioners that, under his modeling, the only notable intersection constraint in the study area would occur at the Evergreen/Route 422 off‑ramp approach but that the overall intersection performance increase attributable to the site is roughly eight seconds — under PennDOT’s 10‑second threshold for mitigation in most cases.
