Chad Dowell (speaker 12), identified in the record as executive director of Goodfellow, told the court, "My next step would be going to Costa, DC, asking them for a larger... we would ask the state for probably about $400,000," and described increased throughput at the base and a pressing need for additional physical-training space. He said the Carswell Building (built in 1942) has not been updated in decades and that the project would be interior work and equipment updates rather than structural changes.
Commissioners and base representatives discussed local economic impacts of the base's activity and the competition among Texas bases for limited funds; presenters noted the county's prior success in leveraging DIAG funds and said much of the work could be contracted locally. The court did not approve a final local match during the meeting but indicated support for preparing a strong application.
