City staff presented a detailed inventory of property owned by Hampton City Schools, showing land, buildings, assessed values and acreage by school level. Mr. Almond summarized the packet, saying, "we have a summary sheet on the top page that summarizes the land and buildings and the assessed values along with the acreage of the property that's currently owned by the school board."
Staff said most parcels are in active use; four parcels are not currently used and two of those, in the Northampton area, are shown as almost entirely wetlands (about 45 acres). Councilman Carney raised questions about the former Buckroe Junior High site (listed as vacant land) and a detached parcel adjacent to Moton Elementary (2.78 acres) used informally by neighbors; staff said they would enter into discussions about possible transfers or redevelopment and that surveys could clarify wetland extent.
Councilwoman Leary asked the city to provide each school's design capacity, three years of actual enrollments and two-year projections; staff offered to supply programmatic capacity (the operational student capacity accounting for specialized classrooms) if that better reflected current usage.
