Mary Bunting, a city staff presenter, laid out a multicomponent proposal to restructure how the Hampton City Council conducts meetings, aiming to improve public participation and internal deliberation. "Continuing the practice of starting afternoon meetings at 01:00, moving the evening meetings up to 7PM, and the idea behind this is to give earlier evening access to those individuals that have, children or, are early to bed, individuals so that they can come and participate in the public business earlier in the evening," Bunting said, explaining the schedule changes.
The package would make the first monthly meeting primarily transactional (an afternoon session for routine business and an evening session for hearings and votes) and reserve the second monthly meeting for extended strategic work sessions on the council’s big-picture priorities. Staff proposed standardized presentation formats and time allocations, more consistent labeling of items tied to the city’s strategic indicators, and tools such as a working agenda that shows allocated times and related strategic links. Council members generally supported the goals but raised concerns about placement of public comment, implementation logistics for prerecorded presentations, and preserving statutory protections for items that require multiple readings. Staff said they will circulate a revised package in the Friday memo and bring any required city-code amendments for council consideration.
