Architect Lee Dobrens showed layouts and seating plans (95 chairs in one configuration; an alternate round-table layout showing about 88 people) and said those plans support a posted, actual occupant load rather than the tabular maximum. Board members said staffing, contract language and an on-site manager could be part of an acceptable safeguard if the board were to approve a reduced occupant load under applicable code procedures; the building official said any reduced-load approval would require clear methods for counting and preventing extra attendees.
