City staff informed the Angleton Better Living Corporation that Freedom Park’s 2008 HVAC compressor had failed and that the unit uses an obsolete refrigerant, making patch repairs a poor long-term option. Staff presented two options: replace the compressor or upgrade to a modern unit. The board voted to replace the unit with a new upgraded system.
A board member moved to replace the Freedom Park HVAC with a new unit; the motion was seconded and passed by voice vote. Staff said funding could come from the ABLC contingency or fund balance if sales-tax receipts and final year‑end numbers do not cover the full cost in the current line item. The board asked staff to return to the October meeting with full quotes and a plan to either replace or upgrade other related systems as appropriate.
Staff noted that the existing equipment’s refrigerant is no longer produced, and repairs would likely be short-term. The board favored the longer-term solution of full replacement, citing lifecycle and recurring repair-risk concerns.
