The Guadalupe County Commissioner's Court voted Sept. 29 to adopt the 2026 Guadalupe County Major Thoroughfare Plan following a public hearing and commissioners remarks thanking community participants and staff.
County Judge opened the hearing and emphasized the plan as central to long-term growth and right-of-way preservation, saying transportation planning "is critical to every part of a growing community." Commissioner Woolverton and others thanked project leads including Bill Burnett for extensive outreach. "I will move to adopt the 2026 Guadalupe County major thoroughfare plan," a commissioner said during the action-item vote; the motion carried with no recorded opposition.
The plan includes right-of-way profiles and is described by staff and commissioners as a "living document" to be revisited periodically as the county grows and development patterns change. Commissioners stressed that adoption does not authorize immediate construction but preserves corridor options and helps avoid future forced land take from private property owners as subdivisions are built.
Court members who spoke said the plan was shaped by multiple public meetings, hundreds of survey responses and precinct-level outreach. The county will now publish the adopted plan and staff indicated follow-up actions would include incorporating the profiles into land-use review and coordinating with neighboring jurisdictions.
