County staff asked the commission to ratify several federal and interlocal funding agreements and the commission approved them unanimously.
Mr. Anderson told the commission the county’s CDBG allocation for 2026–2027 is $943,875—about $6,000 more than the prior year—and the HOME Investment Partnerships allocation for 2026–2027 is $543,134.39, roughly $24,000 higher than last year. He also described an operating agreement with the Davis Council of Governments for a receivable of $65,000 in 2026 with a potential 3% increase for 2027 if the COG approves.
The largest item was a pass-through grant agreement with the Office of Local Defense Community Cooperation for the Hill Air Force Base Falcon Hill Frontage Road Project: $9,268,020, with a project period from 09/01/2026 to 10/31/2028. Mr. Anderson said the project will help improve access on the base’s west side by connecting 200 South in Clearfield to Arsenal Road and up to Falcon Hill Drive (about 500 North) to provide another ingress and egress to the West Gate.
A commissioner moved to approve items 6 through 9; the motion was seconded and recorded as approved unanimously.
