DPD witness detailed: 95 pages of calls and 17 "available" offenses in the 365-day review for Creekside

Detective Antonio Gomez, who has worked 18 years with the Dallas Police Department and four years in the nuisance abatement unit, testified for the city that the property at 378 North Jim Miller Road met the HCP presumptions. "It shows that there's a high presence of police in that property for the last 3 years," Gomez said, describing a three-year evidentiary snapshot and about 95 pages of calls-for-service and markouts.

Gomez told the board that many of the abatable incidents involved firearms, aggravated assaults and robberies; he described DPDmarkouts and the property being designated a hot spot for concentrated patrol presence. He recounted a June 11 night inspection in which parts of the complex were in darkness, pedestrian gates were propped open and a vacant unit had a broken window. Gomez also testified that additional measures adopted after the city's 05/14/2026 notice were not considered in the department's final determination.

Board members probed the extent to which incident reports show whether suspects were on the property or shots were fired from outside; Gomez acknowledged reports sometimes use the closest property address and said he reviewed bodycam and narrative details to determine whether incidents occurred on the property. The city acknowledged it provided a two-page summary at the accord meeting and that the detailed incident narratives were in tabbed exhibits later presented to the board.
