At the Oct. 1 Civil Service Commission meeting, appellant Marlyn Wiggins appealed his rejection from the Utility Construction Inspector II promotional posting, saying his on-the-job duties amount to inspection and supervision and that prior certifications were destroyed in a flood.
Gustavo Rodriguez, senior HR analyst, told commissioners that the promotional qualification requires two years’ service specifically as a Utilities Construction Inspector I or a Wastewater Collection Inspector with the city; Mr. Rodriguez said Wiggins’ record showed only a short period (about a month) in a qualifying wastewater collection crew-leader role, not the two years the classification requires. Wiggins said he supervises four to six workers daily and “I am inspecting their work, which is technically inspecting,” and asked why supervising employees would not make him eligible for the AFSCME posting he seeks.
Commissioners questioned whether crew-leader duties meet the time-and-position requirement and noted the classification distinction between supervisory crew leadership and the inspector series; they said the commission would discuss the matter further in executive session after reviewing additional records and the department’s documentation.
