Kellen Spielman, acting administrative hearing officer for the Fairbanks North Star Borough, moved to approve RP003‑27 — Haystack Subdivision — with four conditions as amended after a staff presentation on Oct. 1. The clerk read the application as a request by Stutzman Engineering Associates on behalf of Robert E. Mueller and Roseanne J. Mueller to subdivide Lot 9, Block 7 (approximately 9.76 acres) into three parcels ranging from about 1.92 to 6.26 acres. "With both roads being constructed, this meets the access requirements of Title 17," borough planner Zach Lee told the hearing, and staff recommended approval with four findings of fact.
During the hearing, Spielman said he would amend condition number 3 to reference the current or future Flood Insurance Rate Map date if adopted prior to the final plat, specifying "that date will be 01/08/2027." He then stated he would approve the request "with 4 conditions as amended and adopt the staff report and findings of fact a through d." The hearing record notes Haystack Drive was deemed constructed as part of a 1986 road service project and Willow Creek Road was deemed constructed after a site visit and review of as‑built survey materials. Spielman also reminded parties that quick plat decisions are appealable to the planning board by filing a notice of appeal and fee with the clerk's office within 10 working days.
